What is the Maritime Security Council?

The Maritime Security Council was created in 1988 to address the many security concerns of the U.S. and international maritime community.

The MSC is a member-driven organization that works closely with United States and other government agencies concerned with commercial vessel security.

The MSC has established partnerships with a number of these agencies in its efforts to prevent illegal drug trafficking, stowaways, theft, piracy, terrorism, and hijacking and represents the interests of ocean cargo carriers, cruise lines, ports, and related industries before such agencies as:

  • International Maritime Organization (UN)

  • U.S. Customs and Border Protection

  • U.S. Coast Guard

  • U.S. Immigration and Naturalization Service

  • U.S. Department of State

  • U.S. Navy

  • U.S. Maritime Administration (MARAD)

  • U.S. Drug Enforcement Agency

  • U.S. Defense Intelligence Agency

  • Federal Law Enforcement Training Agency

  • U.K. Department of the Environment, Transportation and the Regions

  • U.K. Ministry of Defense

  • INTERPOL

In 2000, the MSC was appointed as the Technical Advisor to the U.S. State Department on maritime security and counterterrorism and works closely with the Overseas Security Advisory Council.  The MSC is also an advisor to INTERPOL on maritime security issues.
